Bali Tightens Enforcement of Foreign Tourist Levy with New Boarding Pass Requirement
The Provincial Government of Bali is preparing to implement a new policy regarding the Foreign Tourist Levy (Pungutan Wisatawan Asing / PWA), requiring international travelers to present proof of payment in the form of a Tourist Levy Voucher before obtaining a boarding pass when departing from Bali.
This upcoming regulation was announced by the Head of Bali’s Tourism Office, Tjok Bagus Pemayun, during a recent press conference. To ensure the smooth implementation of the policy, the government is working closely with several stakeholders, including the Society of IATA Traffic Airliners (SITA) — a global organization representing 36 major international airlines.
“We hope to sign an MoU with SITA in the near future,” Pemayun said on Tuesday, March 11.
He emphasized that SITA will play a key role in helping remind foreign visitors of their obligation to pay the tourist levy.
“Ideally, travelers should make the payment before arriving in Bali. However, if they choose to pay after arrival, that’s still acceptable. What’s important is that they cannot obtain a boarding pass when leaving Bali unless the levy has been paid,” he explained.
The partnership agreement is still under discussion, but the system is expected to significantly boost compliance. Authorities estimate that levy collection rates could reach up to 95% efficiency, especially for passengers flying with SITA-affiliated airlines.
“With this collaboration, we are confident that we can exceed our revenue targets. Last year, we aimed for IDR 250 billion, but managed to collect over IDR 318 billion,” Pemayun concluded.
